Living and working in Slovenia

The right to free movement within the EU refers to workers, students, pensioners and in general to all EU citizens and their family members (irrespective of citizenship).
 
Slovenia consistently respects the principle of reciprocity, which means that it applies equivalent measures against any current EU Member State. This means British nationals are able to work in Slovenia under the same conditions as Slovene citizens.

Do I need to show my passport or identity card when I enter Slovenia?

Yes, you will need to show your passport or national identity card when you enter Slovenia.

Do I have the right to live in Slovenia?

European Community law gives you the right to live in Slovenia. However, you have to acquire a residence permit within three months of entering Slovenia. You are eligible for a residence permit, if:

  • you have enough money to support yourself without help from public funds; and
  • your health insurance is covered.

Do I need a work permit to work in Slovenia?

No. You will not need a work permit to work in Slovenia.

What kind of permission does a British citizen need in order to have access to the labour market?

No permission is required. However, the employer must report the employment of the worker to the Employment Service of Slovenia (ESS) within 8 days of starting a job. This should be done using the relevant registration form at the competent labour office. The employer must also report the cessation of employment if it is terminated before the expiry of its term. If you are a detached worker on a short term contract in Slovenia your Slovene employer has to report the employment at least 3 days before starting a job. If you are providing services in Slovenia the Slovene contractor has to report the employment at least 1 day before starting a job.

Which documents are required for registering with the ESS?

For registering with the ESS, you will require:

  • a copy of a national identity card or passport
  • a copy of a social insurance certificate

For a family member, who is not an EU citizen:

  • a copy of an identity card or passport
  • a copy of a social insurance certificate
  • a copy of a kinship certificate
  • a copy of a work certificate of the next-of-kin EU citizen who is employed in Slovenia

For a detached worker:

  • a copy of the company registration certificate
  • a copy of an identity card or passport
  • a list of detached workers

For a worker providing services in Slovenia:

  • a copy of a national identity card or passport
  • a copy of the contract

Can I transfer my unemployment benefit?


Yes. If you are entitled to unemployment benefit and have normally been claiming this in your own country, you may continue to receive it in Slovenia, while you actively seek work here. You must obtain Form E-303 before you leave. This form, which secures the payment of your unemployment benefit in Slovenia, should be taken to your nearest labour office as soon as possible after your arrival in Slovenia. How can I register as un unemployed person with certificate E-303?

 
If you want to apply at Employment Service of Slovenia (ESS) to be registered as an unemployed person, you have to have - besides form E-303 - also a personal document - passport or identity card and have to fill in the application form (Form BO/1).

What if I do not have certificate E-303?

If you do not have certificate E-303 you have to submit a confirmation form that you have got an official residence address in the Republic of Slovenia. A confirmation form with official residence address has to be issued by one of the Administrative Unit in Republic of Slovenia. Besides this document you have to submit a personal document - passport or identity card and have to fill in the registration form (Form BO/1).

As an unemployed person registered with the ESS you are obliged to follow the rules. If not, you will be removed from the unemployment register and your rights and benefits will be withdrawn. The same consequence will be applied if a you have been found to work illegally.
